Christian Ventura-Torres, 43 of the 100 block of Locust Street of Lancaster, was arrested at 2 p.m. on April 14 after a business owner reported him to police.
Through an investigation police learned that Ventura-Torres had been seen masturbating both over and under his clothing in the downtown Lancaster area since April 12.
One circumstance of him exposing his penis in public was reported to the police during the investigation.
He has been charged with three counts of indecent exposure and three counts of open lewdness & disorderly conduct.
Police believe it is possible he committed similar acts in other locations before April 14.
